She has accumulated more than 35 years of experience working in Tanzania and Rwanda in academics and as a Consultant in areas of Business Development Services (BDS). Presently Rebecca is involved in the implementation of the USADF- Rwanda Program as a Program Director of the partner organization - Africa Development Consultant Ltd.

Esther is a seasoned banker with over 24 years of experience, having served in senior roles at the Bank of Tanzania, CRDB Bank Plc, and Equity Bank Tanzania. She joined ADC Tanzania Ltd in 2022 as Director, leading efforts to position the company as a top partner in business transformation. Esther specializes in risk management, project management, governance, and strategy, and holds a Master’s in Banking and Business Information Systems from the University of Sydney, along with CPA certification and executive training from Harvard Business School

Leonard Kitoka
Leonard is the Director of ADC Tanzania Ltd and Programme Director for the USADF Programme. A founding member of ADC Rwanda and INNOVEX, he is a CPA-PP and Certified Project Manager with over 24 years of consultancy experience across Eastern Africa. Leonard has worked with major donors and institutions, sits on several Boards, and holds an MBA in Finance from the University of Dar es Salaam, along with executive training from Harvard and the Institute of Social Studies in The Hague

Devotha Minzi
Devotha Minzi is a Director at ADC Tanzania Ltd with over 24 years of experience at the Bank of Tanzania, where she rose to Senior Economist. She holds a Master’s in Economics from Youngstown State University and is a Certified Director by the Institute of Directors (UK). Devotha is currently a Board Member of the Tanzania Tax Revenue Appeals Board and Chairperson of K-Finance, an award-winning microfinance institution. Her leadership experience across finance, policy, and governance strongly supports ADC’s mission in business transformation.
